These two\n types of regulations differently affect banks' decisions through their\n capital structures and\/or profitability, and thus, overall effects\n depend on the levels of both regulations. In the model, it is shown\n that with respect to banks' stability, liquidity and capital\n regulation are substitutes. In addition, although a capital regulation\n generally tends to reduce banks' lending, a liquidity regulation does\n not have such tendency. We assume that in order to determine the rate\n of interest, the monetary authority considers the interaction between\n the actual inflation and the capacity utilization, so that the\n sensitivity of the interest rule to the inflation gap varies in\n accordance with the business cycle. The macroeconomic policy framework\n we propose enables the monetary authority to give as much weight to\n inflation as to the product without losing sight of the expected\n anchor role of the
